Causes and effects

Deforestation in Costa Rica has a serious impact on the environment and therefore may directly or indirectly contribute to flooding, desertification, sedimentation in rivers, loss of wildlife diversity, and the obvious sheer loss of timber. Since the end of World War II, approximately 80% of the forests of Costa Rica have disappeared. Approximately 20,000 acres (8,100 ha) of land are deforested annually; in the 1990s the country had one of the worst deforestation rates in Central America. As the population grew, the people of Costa Rica cut down the forests to provide for pastureland for cattle ranching to produce beef for the world market to raise revenue. Since the 1950s, approximately 60% of Costa Rica has been cleared to make room for cattle ranching. The problem was worsened due to the fact that during the 1960s, the United States offered Costa Rican cattle ranchers millions of dollars in loans to produce beef. The deforestation of Costa Rica’s tropical rain forests as in other countries is a threat to life worldwide with a profound effect on the global climate. Soil erosion has increased with deforestation with the topsoil washed away from the hills into the streams and out into the oceans, year after year.

Over half of Costa Rica’s existing forest cover today is under the protection of national parks, biological reserves, or wildlife refuges. However, the major problem in regards to deforestation is the privately owned plots which occupy the other half. Lenient laws on land and amendments to forestry law makes it easy to obtain logging concessions as owners exploit the land to maximise income. As logging companies enter these forests to exploit them, they require access roads to transport the timber. While cattle ranching is by far the primary cause of deforestation in Costa Rica, banana plantations have also significantly contributed to the problem. Lowland rainforest has been most affected where 130,000 acres of previously forested land (primarily in the Atlantic and Northern regions) have been removed. Such industries have been synonymous with health risks, notably the high levels of toxic pesticides which affected thousands of plantation workers throughout Central America in the 1970s. Pesticides used to grow bananas and other fruits such as mangoes and citrus fruit may enter the hydrological systems and contaminate the water. The removal of the forest to make way for these fruit planatations may also disrupt the nutrient balance in the soil and through monoculture exhaust the soils and render them unsustainable.

Although most of the larger plantations in Costa Rica are owned by large companies, often multinationals, population pressure in Costa Rica has increased the demand for land among farmers who are forced to venture out onto new land to deforest and farm and compete over scraps of land. While certain conservation laws have been passed in Costa Rica, the government lacks the resources to enforce them.

The conservation program in Costa Rica is particularly ambitious and is one of the most developed among tropical rainforest countries.The country has a high level of biodiversity and different eco-zones, even within a small area. For example one of the country’s protected areas is a strip of forest which runs for 40 miles (64 km) through nine ecological zones from sea level to 12,500 feet (3,800 m).In 1995, the government introduced further protected areas, and a further 13% of the country was put under protection through privately owned preserves, particularly those with high biodiversity.

The National Bamboo Project of Costa Rica was founded in 1986 to help decrease deforestation. The scheme aims at reducing deforestation by means of replacing timber with bamboo as a primary building material and providing low cost housing for Costa Rica’s rural poor. By cultivating and building with Guadua species, indigenous giant bamboos, the National Bamboo Project was able to raise thousands of new homes for the poor, benefit the environment, and advance bamboo-based building technology.

In a number of parts of Costa Rica, areas that were bare ten years ago have now been reforested. Many non-government conservation organizations are working in the country to prevent deforestation and further these efforts of preservation and restoration. The country has also significantly taken advantage of ecotourism, taking the initiative to raise revenue through tourism while still protecting the forests. Today, however, while deforestation rates have declined greatly from the 1990s with increased conservation efforts and such schemes, the remaining forests still face threats from illegal logging even in protected areas and land cleared for agriculture and cattle pasture in unprotected areas. Corruption exists in Costa Rica, but this problem is much lower than in many other Latin American countries.

Deforestation in Costa Rica has also been mentioned in a number of cultural (as opposed to scientific) works. For example, the increased rate of deforestation in the 1980s and early 1990s was noted in Michael Crichton’s novel Jurassic Park (published November, 1990): “most of the deforestation being in the last ten years”.

Decentralization efforts

Decentralized decision-making is being practiced in Costa Rica to improve protected area management and biodiversity conservation. Costa Rica stands out among all developing tropical countries for its commitment toward environmental and natural resources issues. The central government has developed a protected area system that has given some kind of protected status to 25% of its national territory. In the mid-nineties the Costa Rican government started to decentralize management and decision-making of all protected areas in the country to promote locally based biodiversity conservation governance. All protected areas were grouped in eleven regionally based administrative units and were labeled as conservation areas. The central government gave each conservation area the authority to exercise significant degrees of autonomy to design and implement policy for the management of the protected areas under their jurisdiction.

Costa Rica is one of the region most centralized countries, which has caused forest management to have problems of corruption and lack of efficient controls. An effort has been made in recent years to find different management initiatives that might reduce these problems. Decentralization of the state has been totally excluded from the national political agenda. In recent years, important bills have been formulated to decentralize power to the municipal governments, and there is growing awareness of the need to stimulate local participation in natural resource management.

In 1979, Costa Rican forest legislation created tax deduction mechanisms and development funds to jumpstart economic activity linked to reforestation and sustainable forest use. The incentive system introduced the Payment for Environmental Services (PSA) system. The PSA establishes payments to owners of forests and forest plantations in recognition of the service that conserving or appropriately managing the forest offers to society as a whole. According to this law, the services recognized are the mitigation of greenhouse effect gases, the protection of water resources and protection of the biodiversity and scenic beauty. The Ministry of the Environment and Energy (MINAE) administers the PSA system through the National Forestry Financing Fund (FONAFIFO). Funding for the system essentially comes from the transfer of a third of the selective sales tax on fuels and hydrocarbons. One of the main criticisms of the PSA is that the payment allocation has discriminated in practice against small farmers and indigenous peasants, above all those without registered property title deeds. Given that only owners of forested land who can show title are eligible for the benefit, many small farmers and peasants end up excluded.

Because Costa Rica forestry sector has made a major effort to certify its activity environmental performance, 65,344 ha of forest and forest plantations now use environmental certification schemes of management. Ecotourism is another important forest-related economic activity. The international promotion of Costa Rica as a reen tourist spot has made the forest a valuable tourist attraction. During the 2000 tourist season, 70.7% of those who visited the country went to some protected area (national parks, wildlife refuges or others).

Day 1: Hanoi – Cuc Phuong National Park (L & D)
Pick-up at your hotel at 7.00, then transfer 90 km on a good road by mini-van to Ninh Binh. Arrival Cuc Phuong National Park after about 2,5 hrs. Visit the Rescue Center where we will see and learn about many different endangered species. After that, we head up with a long trek (18km) through the rain forests, with the picnic lunch served on the way. After 5 hours hiking, learning about fauna and flora, with sightseeing en route, we arrive at a village of Muong minority people. Check-in stilt house and relax. Dinner then free to talk with the host and learn about the Muong people’s life. Overnight at the stilt house.

Day 2: Cuc Phuong – Tam Coc – Hoa Lu – Ha Noi (B&L)
Breakfast served at the village then say goodbye with the villagers before our short trek of 4 km to the road where we will get picked up and transferred to Tam Coc. Lunch served at a restaurant nearby and relax. After lunch, take on a small boat for a row riding in a couple of hours along a small river and the rice paddies through the three caves of Tam Coc. Bus pick-up and transfer to visit Hoa lu Temple on the way back to Hanoi, tour ends at your hotel in Hanoi at 19:00 Pm.

if you are looking for an inexpensive place , go to “nguyen ngoc luong” street and “ta hien” street in the old town [ho hoan kiem district] plenty of places to stay there .nothing special but as cheap as it gets in ha noi… look for the “classic hotel and the ha noi palace[very nice place for a few extra $$'s].. if your looking for 1st rate accommodation..Google all the top hotels “sofitel”, etc. ha noi has them all

A Good Choice to Discover Ha Long Bay

Our trip to Ha Long bay was wonderful. We booked package of 2 days+1 night with heritage cruise after getting some recommends from my friends and reviews on the internet .
Heritage cruise has 10 cabins and 2 floors. Each cabin has private bathroom, clean and comfortable. The dinning room and bar is nice and large.
We paid total of 320usd for 4 people (1 twin cabin + 1 double cabin), 80usd for each.
On 23th May,2010. There were about 17 guests on heritage cruise (included us).
We felt really glad to have free party on that night because of one guest’s birthday. We could sing many songs, dance and had free 3 bottles of wine. Our tour guide, was very funny, friendly and helpful. We also had time to fish cuttle with crews and another group in mid night, that was a special experience on Ha Long bay .
On the second day, we got up early and went to sundeck for taking many pictures, that was fantastic. We loved doing kayak in early morning and cruising around luon cave , there was different Ha Long Bay there .
One thing that also made us happy in all tour was meals. They were fresh, delicious and included many kinds of food, most of them was sea food. We only didn’t love so much about breakfast because of bread (we didn’t inform Heritage Cruise before) . We liked to have noodle in morning so we had breakfast later than other groups. Overall, we really had a great trip on the mid range cruise ha long bay. We are going to recommend to our friends and relatives about Heritage Cruise, pay less for the best .

We were recommended this by our hotel, and following a check on Tripadvisor we book it. We are so glad we did. Its not the cheapest tour out there – i think we paid $175 a head for 3days/2 nights on board with kayaking, but it was worth every penny.
We were collected at our hotel and hopped on a decent air-conditioned bus for the trip out to ha long from hanoi, stopping briefly on the way for break. The boat was lovely. The rooms are small, but they are clean, and after 7pm ice cold thanks to the the air con (which you will need). We had a great time on board. You will not go hungry – there is loads of very fresh, very tasty food. the kayaking was nice on the first day, but the second day was amazing. We were literally on our own for kayaking the second day, but it was simply magical.
After dinner in the evenings, the crew break out the old kareoke machine. A lot of people shyed away from but its great fun, and the staff love it when the guests join in. Also we were squid fishing off the back of the boat. you need a bit of patience and luck, but we caught a couple of biggish ones between us.
A special thank-you to our guide Bang. He was very funny, and very informative and even cooked us lunch on the mini boat after our kayaking. It was my first time trying crab and it was delish!
Another must do is swimming at sunset off the boat. Amazing.
Easily the highlight of our trip so far!

 Great Way to See Halong Bay- Ha Long Heritage Cruise and Kayaking Tour.

Ha Long Heritage Cruise & Kayaking Tour

We booked a 3-day, 2-night cruise through our hotel (Hanoi Charming) and were very pleased with the cruise and guide. They picked us up from our hotel and drove us (along a very busy, very bumpy road) to Halong City, about 3 hours total drive time. We stopped once both there at back at the same tourist trap gift market (about 1.5 hours into the drive) to rest, use the bathrooms, and buy snacks or trinkets if wanted.

They take care of buying the tickets, getting you on the boat transfer from a small boat to your main boat, etc. Our main boat, the Hai An, was three stories tall and about 7 or 8 cabins total, and there were only 13 of us on board. That made for a really nice, intimate way to cruise and tour around. The entire top deck was filled with tables and sun chairs so that you could get a great 360 degree view of the bay as you cruised through. (Our guide told us that this boat was only 1 month old.)

Our cabin was a nice full sized bed with air conditioning, window, and private bath. The one drawback was that the air conditioning is only available at night when the boat stops moving and the generators are turned on…which made our room like an oven at times!

The meals on board were amazing: plates and plates of food! Spring rolls, fresh prawns (served several ways), fresh fish, beef dishes, rice, chicken, etc. All good, fresh food. Drinks are not included in the price you pay for the tour – but a bottle of water or can of soda was around $1 US and a can of beer was around $1.50; certainly not unreasonable considering on other cruises we have been on, we have been charged $5 US for a can of beer.

We visited a huge cave, went sea kayaking, visited a floating fishing village, and enjoyed the beautiful sights of Halong Bay. Our guide, Peter, was funny and engaging – and the entire staff was just really pleasant and willing to please.

Unfortunately, our tour was cut short by 1 day (and 1 night) because of an impending typhoon in the area. While disappointed, we were refunded in full for the portion of the trip that was cancelled.

A nice way to experience Halong Bay: great boat, great staff, great food, and not a lot of other passengers!

There’s this place that i’ve been to and it’s called Phan Tiet that is kinda near Mui Ne…and sorry if i’m wrong but , i think that either near Phan Tiet, or Mui Ne, there’s this huge sand hill, and the sand is reddish orangish, and you can sled there if you pay some money. something interesting about that sand hill is that i think due to wind, it changes it’s shape frequently. oh and sorry if something is wrong, or mispelled or something. oh and i think that the last answerer had a good recommendation about the resorts. i stayed in a resort when i went and it was pretty good. hope this helps.

A Tourist Mecca Fears a LongTerm Oil Smear

GRAND ISLE, La. — They are not selling many fried Snickers bars à la mode these days at the Kickin Chicken restaurant here, located by a wide, sandy beach that is now off limits to swimmers because of the oil spill. So its owners are going after different customers, with the help of a roadside sign: “Disaster Catering Available! Let’s Talk.”

Grand Isle, a normally picturesque seven-mile stretch of barrier beach off the Louisiana coast, is slowly waking up to a grim reality: the impact of the April 20 spill will not be measured in months, even if BP manages by fall to plug the well that is gushing oil 50 miles off the coast.

It is likely to be measured in years of oil-streaked beaches and marshes, of plummeting property values in a maritime community suddenly cut off from the water, of teams of hazmat-suited workers on beaches lined with orange booms, and cleanup crews in tourist motels.

“It’s shifted from a beautiful tropical paradise with people running around in bathing suits with rods and reels, having fun, to feeling more like a coastal town near a military base,” lamented Linda Magri, a real estate broker who rents summer homes and camps on the island. “We’ve got National Guard trucks running up and down.”

Like many islanders, Patrick Shay can hardly bear to look at the beach in its current condition. He has transformed his family’s front yard into a memorial for all the rites of summer that have been lost to the oil spill.

Mr. Shay planted 101 white crosses on his lawn, making it look like a national cemetery, and each cross is labeled for a loss: Brown Pelican. The Beach. Fishing. Riding My Golf Cart. Playing Board Games.

“This is our new way of life,” said Mr. Shay, 43, who has a seafood business near New Orleans and comes to his beach cottage here often with his wife and son.

Grand Isle has undergone huge transformations before. Over the last 300 years it has been home to pirates and smugglers, sugar plantations and several grand hotels that were wiped out by the hurricane of 1893. It was the setting of Kate Chopin’s 1899 novel, “The Awakening.” Now most islanders make their living from fishing, tourism, or the oil industry, which have all been imperiled by the oil spill.

More recently it had to rebuild from Hurricane Katrina. Some people here are wondering aloud if the spill is worse.

“A hurricane comes in one night, wipes you out, and you know you’re dealing with mud and water, and material things,” said Mayor David J. Camardelle. “When you’re dealing with material things, on land, in just a little time everything gets better. You see progress. But this oil, it’s like a monster in the Gulf of Mexico. It comes up on the beach, you get rid of it, and you pray the next morning it won’t come back.”

Oil first hit the shore just before Memorial Day, shutting beaches just when an influx of tourists was expected to triple the population of this small island, which has about 1,200 year-round residents. Since then, President Obama has visited twice. Now the mayor is hoping to block the oil from entering the delicate bay behind the island with barges and rocks. Many here pray it works.

Expensive flood insurance bills are due for many residents this month. At least one home was put up for sale because of the spill, a broker said, but it was unclear if anyone would buy it now.

The oil has cost the island another cherished tradition. The Grand Isle Tarpon Rodeo, a fishing tournament that packs an estimated 20,000 visitors onto the small island at the end of each July, was canceled.

Frank Besson, 61, a native of Grand Isle who runs a daiquiri stand and souvenir shop, said he had missed the rodeo only once, when he was stationed in Vietnam.

“It was the saddest day,” Mr. Besson said.

Fishermen book their rooms for the rodeo a year in advance at the Sand Dollar Motel and Marina. When the rodeo was scrapped, the cancellations poured in, so Butch Gaspard, its owner, rented the whole place to BP and some of the contractors the company hired for the clean-up for the foreseeable future. But his marina is empty.

The contractors staying at Ricky’s Motel and RV Sites have been telling Joe Lamothe, the manager, that they would be likely to need their rooms for at least a year.

But Mr. Lamothe took out a calculator to show that the motel will still be earning less than it would in a normal season. He is renting rooms to the contractors for $800 a month, which nets him less than half of what he would collect if they were going at their usual rate of $65 a day.

But even that kind of shortfall looks good to other local businessmen. Wesley Bland, 33, a builder who advertises all over the island with slogans like “Got Roof?” said that business fell off so abruptly that he had to let several workers go.

Kickin Chicken sold only two of the 12 cases of chicken it bought for Memorial Day. The restaurants here are being hit especially hard: BP has been using off-island caterers to feed the workers, so they do not have much reason to venture to local restaurants.

And there have been tensions between islanders and the cleanup workers, who are bused in from elsewhere. Most of the islanders are white; many of the workers are black. Mayor Camardelle said that he ran one contractor off the island for denigrating its residents.

Many houses on Grand Isle rest on tall pilings, to protect them from floods. The shade beneath them is a popular spot for escaping the blistering sun.

Sitting under the house he built, Curtis Vizier, 78, who came to the island from an isolated bayou as an infant, showed off some of the huge oyster shells he collected in the bay as a young man, and the ladder he built into a towering oak tree so he could climb up with binoculars to make sure his oyster beds were safe from poachers.

The spill will be adding some unpleasant memories to Mr. Vizier’s later years.

“The oil ruined everything,” he said. “It will be for years to come.”
